raphael (talk) 07:53, 23 May 2018 (CEST): TIMREF can be removed from the sub-attributes since NPUB will now definitively use the Z suffix to mean UTC and no suffix to mean local time. If we do this there will be exactly one sub-attribute for TIMOBS, so we should also retire TIMOBS and use OBSTIM in its place. At present TIMOBS is used by RDOSVC.
