Definition:
Coordinated Universal Time offset is the time difference in a time zone between Coordinated Universal Time (UTC) and Local Time (LT). CoordinatedUniversalTimeOffset is expressed as ±[hh]:[mm] and is applied to UTC to obtain the LT.
