Definition:

Summer Time or Daylight Saving Time is the practice of temporarily advancing clocks in a time zone during the summertime so that evenings have more daylight and mornings have less. Summer Time offset is the time difference between Coordinated Universal Time (UTC) and Summer Time. SummerTimeOffset is expressed as ±[hh]:[mm] and is applied to UTC to obtain the local time during the period when Summer Time is in force.

Example. SMTOFF for Germany is expressed as: +02:00.
