thought they provide actual and not statistic information to the mariner. It should be rather a time than a year. ISO provides also solutions for time o obeservation like this.

hh:mm:ss 16:43:16 or less like hh 16

perhaps TSMAD is using a costuction which solves the time of something and we can use it. examples are TIMEND,TIMSTA wjhich ar A type attributes
