Adding satellite images as a source sounds reasonable. Adding commercial companies as a source is also reasonable but I think the term itself needs more thinking about in the context of the other categories (specifically, I'm thinking about classifying satellite data supplied by a commercial company).
"Information from the internet": We can make this "industry publications" and define it as "shipping and other industry publications and web sites".
One possible resolution of the question of law versus regulation is to combine the two into one term, e.g., make item 3 "national law or regulation", defined as "legislative or administrative law or regulation passed by a national government or national regulatory agency or authority". This has the advantage that the encoder or mariner does not have to think about the difference - unless the group believes the distinction matters to the mariner?
