Means the amended definition would be "A description of the handling characteristics of a vessel including hull design, main and auxilliary machinery, cargo handling equipment, navigation and radio equipment and manoeuvring behaviour."

That would widen the use of that attribute to many different purposes we have actually not in mind. For instance: The U.S. requires to use for special reports a different contact if a vessel is not equipped with particular radio equipment.
