One possible resolution of the question of law versus regulation is to combine the two into one term, e.g., make item 3 "national law or regulation", defined as "legislative or administrative law or regulation passed by a national government or national regulatory agency or authority". This has the advantage that the encoder or mariner does not have to think about the difference - unless the group believes the distinction matters to the mariner?

Adding commercial companies as a source is also reasonable but I think the term itself needs more thinking about in the context of the other categories (specifically, I'm thinking about classifying satellite data supplied by a commercial company).

"Information from the internet": We can make this "industry publications" and define it as "shipping and other industry publications and web sites".
