This is a new attribute, developed to provide the option to indicate for instance when different restrictions apply when vessels are carrying ballast water.

This looks fine to me. I like the idea of putting it to boolean, gives us the chance to narrow the vsl characteristics by 0/1 approach.

One point, is it possible to have an empty vsl with no ballast? if yes, the definition should be corrected slightly.
