Add something like “Temporary out of service” ? Or does that go under INTMON?
Merge with existing STATUS attribute? This attribute is used only by DGPS Station, which already binds STATUS.

No decision is noted in the record of the 2017 discussion, presumably because this attribute has not yet been used in a product specification.
