Raphael spent some time puzzling over how to classify a rule or regulation issued by a shipping administration, NOAA, or USCG, but not itself an Act of Congress. This might not fit in the existing list, depending on what encoders and mariners understand to be the meaning of “law”.

• If SNPWG discussed and answered this question the result should be recorded in the terms and definitions.

• Otherwise, we can define “national law” to include both legislation and administrative law like rules and regulations issued by national shipping administrations and agencies like NOAA, etc. (and similarly for local law).

• Alternatively, we can add “national rule or regulation” and “local rule or regulation”. Perhaps also “international rule or regulation” if necessary.

Also, the distinction between “publication” vs. law should be defined and may be affected by whatever is decided for the above question. For example, is information taken from the US Code of Federal Regulations or SeeSchStrO “publication issued by national administration”, “national law”, or “national rule or regulation”? If the answer to questions like that is different for different countries, we should make a list so as to minimize the likelihood of misinterpretations, which may mean adding terms.
