I have spoken with an engineer who works with ships theory. He said that it is most unlikely that a vessel can sail with no ballast. Therefore accepted as a boolean

This is a new attribute, developed to provide the option to indicate for instance when different restrictions apply when vessels are carrying ballast water.

This looks fine to me. I like the idea of putting it to boolean, gives us the chance to narrow the vsl characteristics by 0/1 approach.
