I think that Deep Sea Pilots could cause difficulty with the Proposed Alternative Definitions. Jens, I do not know if they were your proposals or Raphael's.

Masters of vessels often use Channel Pilots and North Sea Pilots to places which are charted as Pilot Embarkation Points. The Deep Sea Pilots may then go ashore in the pilot boat, or remain onboard off duty and rest until the end of this port visit, when they then take over the pilotage again. I know that the use of Deep Sea Pilots is discretionary but I do not see how that bit of the added detail in the definitions is helpful.

However if we want to make the point that the pilot is not just on board but is giving advice to the Master we could amend the definiton along the lines:

"The place where the pilot boards vessels in transit from sea to a port or constricted waters and provides advice on pilotage for onward navigation."

I have considered the phrase "... the local pilot..." or "...the harbour pilot..." to distinguish this person from the deep sea pilot but this seems to be too restrictive in view of our [[CATPLT]] attribute.

I also suggest we stick to "...constricted waters..." which means something a bit different from "...restricted waters...". "...constricted..." implies freedom of navigation is constrained due to physical constrictions: depth, bridges, shore line. "...restricted..." implies freedom of navigation is constrained by regulation: TSS boundaries and separation zones; avoid areas; anchorage areas; military exercise areas.

The same idea could be added to PLTMOV:2 and PLTMOV:3

<br>If a Deep Sea Pilot is involved we can either encode the same place twice (e.g. one for DSP disemarkation and one for pilot boarding) or add additional information employing the quartett.
