Added definitions. Seen magnetic observation. I have split this into two: "magnetic variation" and "magnetic anomaly". However both can already be encoded in ENCs. I would make a stronger case for magnetic anomaly being retained in the NPUBS register although I am not at all convinced that either make a useful contribution to navigation in the Hydro register. I think that weather risk can go because I think we have got it covered by [[wearsk]].

Done a bit more on what was catobs. Changed this to category of time domain, [[cattim]], because some of this is not really "observation".
I have also had a fiddle with the definition to make it into "an area in which natural conditions are described".

I have also bracketed the phrase about scale because I do not see scale mentioned in the definition of all of the Hydro items to which SCAMAX and SCAMIN are applied. However I aggree that they should be there. For instance Ocean Passages for the World provides natural conditions at the Oceanic scale, and we issue data at three different scales below that. Likewise with forecast, I think we can agree that we have 3 or more scales: Ocean, offshore, coastal, inshore, Port or local.

I think we should also delete the term "during a specified time domain". That makes the time domain entry mandatory; difficult if not having such information.

David, you might have no idea what translations the dictionary to "fiddle" offers! But I got it. The first part of the definition has been fiddled well by you.

The only problem I see is that "An area in which natural conditions are described" describes only the current situation, as been said when using cattim ID3.  I think we are talking about weather forecast/report than. But we should need a definition which enables us to say that natcnd describes natural conditions which a mariner might expect. Perhaps something like this
