[[CATDHC]] is a refinement of one listed value of [[CATCGO]]. They should not be merged because they are of different levels of granularity, merging them and then applying restrictions just moves complexity from one place to another. Also, it is possible that in some cases the source may say just 'dangerous or hazardous cargo' and in other cases the source may mention specific classes and provide different rules for different classes.
