For example, is information taken from the US Code of Federal Regulations or SeeSchStrO  “publication issued by national administration”, “national law”, or “national rule or regulation”?   If the answer to questions like that is different for different countries, we should make a list so as to minimize the likelihood of misinterpretations, which may mean adding terms.
